Project Title: Educational Interventions for Managers/Supervisors to Improve Recruitment and Retention of Direct Service Workers in Home and Community Based Services

South Carolina seeks to: 1) improve recruitment and retention of direct service workers through increased job satisfaction in Community Residential Care Facilities and Home and Community Based Waiver Programs, and 2) establish a method to measure the effectiveness of the training interventions to improve recruitment and retention of direct service workers.To accomplish the goals, the South Carolina Department of Health and Human Service (SCDHHS) proposes to establish an initiative that addresses direct service workforce retention and recruitment for CRCFs and Home and Community Based Waiver Services. The initiative will include training and a training package for managers/supervisors of CRCFs and other direct service worker providers for CLTC. Components of the training package will include a needs assessment for the manager/supervisor to determine why workers leave, and evidence based training for the supervisor/manager as to what works to retain workers.

The training package will include several models that will allow the manager/supervisor to choose possible strategies that will work with various types of staff. SCDHHS will provide the package and technical assistance to each facility as they determine what strategies to implement. The tools for evaluating the effectiveness of the strategies selected will be included with each model. SCDHHS will pilot an educational intervention for administrators of three personal care agencies and three CRCFs to demonstrate ways to retain their workforce in several regions of the state.

The National Direct Service Workforce Resource Center will provide South Carolina with intensive technical assistance to identify best practice strategies based on business or other industry models that have proven effective in recruitment and retention, identify other stakeholders important in recruitment and retention of direct service workers that might assist in program development and be part of the collaboration, and developing a means to measure the effectiveness of the recruitment and retention interventions and TA provided.

Through the intensive TA provided, SCDHHS will have a plan for improving recruitment and retention of direct service workers, a proven training package that positively impacts recruitment and retention, and a process that can be replicated statewide.
