DSW Core Competency Road Map Phase 3A Stakeholder Consensus

This report is a result of the Phase IIIA of the Road Map of Core Competencies project which was conducted in collaboration with stakeholders to synthesize results of the competency analysis and reach consensus on a set of core competencies for direct service workers. A large national sample of workforce stakeholders from different sectors, participated in this study through a modified Delphi research process. This report describes the process and includes a list of Core Competencies for the DSW.

Coverage of Direct Service Workforce Continuing Education and Training within Medicaid Policy and Rate Setting - A Toolkit

The purpose of the Toolkit is to present strategies and methods for covering the cost of continuing education and training for the DSW. These strategies are outlined fully along with foundational information including a description of the direct service workforce, key strategies to address workforce challenges, the role of core competencies and credentialing in supporting a high quality and cost effective DSW infrastructure and an overview of Medicaid reimbursement. In addition, appendices containing additional information and resources are attached.

DSW Competency Road Map Phases 1 and 2

This report is Phase I and II of the Road Map of Core Competencies for the Direct Service Workforce, and provides an inventory and overview of competency sets used across and within long-term service and support sectors. The development and application of competency sets within long-term services and support workforce development efforts is identified in Phase I. Phase II of the Road Map of Core Competencies consists of analysis of direct service worker competencies, including further discussion of application.

Direct Service Workforce Core Competencies Annotated Bibliography

This resource was developed in response to requests from several states for information about developing core competencies for DSWs across sectors. Although each sector has its own sets of competencies, no state or national body has yet developed a common set of core competencies and career path for DSWs across the physical disabilities, aging, behavioral health, and intellectual/ developmental disabilities sectors. This annotated bibliography summarizes the recommendations from six state-level reports, two national studies, and a Federal bill to develop such competency-based training across sectors.

PHI State Data Center Updates Slides

These are the slides from the December 9, 2013 webinar on the PHI State Data Center. It provides up-to-date state-level profiles of the direct service workforce, including workers from service delivery systems for individuals of all ages with physical, developmental, or intellectual disabilities, and with chronic illnesses and end-of-life care needs.
The webinar provided and overview of the data center and highlighed newly expanded resources on state training requirements for direct service workers.

Positive Behavior Supports Training Materials from Louisiana MFP Demo and the Louisiana Office for Citizens with Developmental Disabilities

The Louisiana Money Follows the Person (MFP) program funding was used to support the Office for Citizens with Developmental Disabilities (OCDD) to develop, pilot, and implement a direct support workforce training curriculum in Positive Behavior Supports (PBS). These are the Trainee Guide and excerpts from the Instructor Guide. The training develops capacity to implement PBS strategies for people child through adult with challenging behavior and psychiatric conditions in home and community settings using person-centered approaches.

CT HCBS Waivers Matrix

Connecticut developed this matrix with the DSW Resource Center as an inventory of care plan processes, risk assessment processes, consumer protections, payment of family caregivers, the process for hiring and screening workers, required training and certification, workers compensation and unemployment insurance and claims processing. A major focus is variability in training and certification and in family member compensation. They are using this information to plan workforce development strategies.

Work-Related Injuries Among Certified Nursing Assistants Working in US Nursing Homes (RTI)
This study, partially funded by the Retirement Research Foundation and published by RTI Press, analyzes the predictors of work-related injuries among CNAs working in nursing homes. The researchers analyzed data from the 2004 National Nursing Assistant Survey and National Nursing Home Survey to explore how the use of assistive equipment, job training, workplace environment, and personal characteristics may affect injury rates.

On Wednesday, February 17, 2010, the DSW Resource Center hosted a webinar about nurse delegation and HCBS. Susan Reinhard, RN, PhD, of AARP and a national expert on nurse delegation, moderated the webinar and provided an overview of nurse delegation. Bill Ditto, New Jersey Department of Human Services, discussed a nurse delegation pilot program in NJ. Connie Kalanek, PhD, RN, of the North Dakota Board of Nursing discussed changes in ND to support nurse delegation; Linda Wurtz of ND AARP also participated on the call. Discussion topics included: * How nurse delegation can support Money Follows the Person initiatives, * How it works in practice, * Overcoming barriers in laws and nurse practice acts, and * Getting buy-in from nurses

The DSW Resource Center has published a White Paper summarizing this summer's webinar series.

The US Department of Labor (external link) announced a new rule to the Fair Labor and Standards Act which focuses on guaranteeing minimum wage and overtime for home care workers including those in the Direct Service Workforce. This rule will go into effect January 1, 2015. The DSW Resource Center created a Home Care Rule Page with information and resources related to this announcement.

We released two new Starter Kits for NWD/SEP Systems including ADRCS. Starter Kit for No Wrong Door/ Single Entry Point Systems Working to Strengthen the Home and Community-Based Direct Service Workforce and Starter Kit for NWD/SEPs: Design Considerations for Publicly-Funded Matching Service Registries for Home and Community Services.
